Offshore engineer pay: Philippines vs Latin America rates

Every conversation about offshore engineering eventually hits the same wall: someone quotes a suspiciously round number with no explanation of where it came from or what role it actually covers. This post uses only published rate data and applies the country multipliers openly, so you can follow the arithmetic yourself.

The focus here is junior developers, WordPress developers, and Shopify developers — the three engineering profiles most commonly hired by small US companies and agencies. Rates are monthly, full-time, direct-contractor arrangements. We cover the Philippines, Colombia, Mexico, Argentina, and South Africa.

The base: junior developer rates in the Philippines

A junior developer hired full-time from the Philippines runs $1,500–2,800 per month. That wide band reflects real variation — a fresh graduate doing basic CRUD apps sits near the floor; someone two or three years in with a working portfolio of shipped features sits near the ceiling.

For comparison, a comparable US hire costs $8,000–13,000 per month. Say you bring on a developer at the Philippine midpoint of roughly $2,150 per month rather than a US hire at $10,000. The difference is significant over a year, but only if the person ships. That condition matters more than the rate.

Manila is UTC+8. A US-morning standup lands in the early evening there, which most Philippines-based developers expect and plan for. Daily synchronous overlap is limited but workable; async discipline becomes non-negotiable.

WordPress and Shopify developers: narrower bands, same logic

WordPress developers in the Philippines run $1,000–1,700 per month; Shopify developers run $800–1,350 per month. The US comparable for both is $5,350–10,500 per month, a range that reflects how much variation exists in US agency billing for the same skill.

The lower floor on Shopify developers reflects how much of the platform's complexity has been abstracted away — a competent Shopify developer is cheaper to hire precisely because the platform does more of the heavy lifting. If your work is custom theme development or complex app integrations, expect to pay toward the top of the band.

Latin American rates: applying the country factors

Our published research applies a country factor to the Philippine base band. For Colombia the factor is ×1.25, for Mexico ×1.3, for Argentina ×1.1, and for South Africa ×1.15. These are not invented premiums — they reflect actual market conditions in each country.

If you take the Philippine junior developer band of $1,500–2,800 per month and apply the Colombian factor of ×1.25, you get a range of $1,875–3,500 per month. Apply Mexico's ×1.3 and you get $1,950–3,640 per month. Argentina at ×1.1 gives $1,650–3,080 per month. South Africa at ×1.15 gives $1,725–3,220 per month.

Those Latin American and South African bands are derived from the Philippine base using the published factors. State them in your budget planning as approximations, not guarantees, local market tightness for specific stacks can push rates above or below any band.

What the premium actually buys

The extra cost in Colombia, Mexico, and Argentina compared with the Philippines is mostly buying timezone. Bogotá sits in US Central time year-round. Mexico City is on US Central or Mountain time depending on the season. If your engineering workflow requires real-time pair programming, morning standups without anyone staying up late, or a developer who can join an afternoon client call without rearranging their schedule, Latin America charges a modest premium for that convenience.

South Africa at UTC+2 is the outlier. It overlaps a full European workday and the US morning, which is a genuine advantage if you have customers or team members in both regions. It is less useful if your entire operation runs US afternoons.

Argentina at ×1.1 is the closest Latin American rate to the Philippines. UTC−3 overlaps the US afternoon comfortably, not a full eight-hour overlap, but enough for a synchronous afternoon block. For a two-person engineering team doing code review at 2pm Eastern, Argentina works without the evening-shift expectations common in the Philippines.

The factors the rate band cannot tell you

Stack specificity matters more than country. A PHP developer in any of these five markets costs less than a React developer, and a React developer costs less than someone who can build and maintain a data pipeline. The bands above are for junior generalist developers. If you need a specific framework or infrastructure background, expect the real market rate to sit toward the top of the band or above it.

English fluency is not uniform within any country. The Philippines has the deepest pool of developer candidates with strong written English, a function of the education system and the existing BPO industry, which according to IBPAP employs roughly 1.9 million people and generated about $40 billion in revenue in 2025. Latin American developers tend to have stronger spoken English in major cities like Bogotá and Mexico City than in smaller markets, but written documentation quality varies. If your team runs on detailed async written communication, weight English assessment heavily regardless of country.

AI durability for junior developer roles is rated low in our published research, meaning this is a role where automation is already changing what a junior dev actually does. A candidate who can work alongside AI coding tools is worth more than one who cannot, at any rate.

How to use these numbers honestly

Suppose you are a six-person e-commerce agency deciding between a Philippines-based Shopify developer and a Colombian one. The Philippine band is $800–1,350 per month; the Colombian band (×1.25) runs from $1,000–1,688 per month. If daily overlap with your US-based team matters, and for client-facing development work it often does, the Colombian premium may be worth it. If the work is largely async ticket-based development with a weekly review call, the Philippines is a reasonable choice at the lower rate.

Do not anchor on the floor of any band. A $800-per-month Shopify developer who misunderstands requirements and ships broken code costs more than a $1,200-per-month developer who ships clean work with minimal back-and-forth. The rate band tells you what the market charges; a graded work sample tells you whether that particular person can actually do the job.
